(1) ip
$ sudo ip link set <interface> down $ sudo ip link set <interface> up
. . . where 'interface' is often named something like 'enp0s1' or 'wlp0s20f1'. Numeric parts will vary.
(2) nmcli
$ sudo nmcli networking off $ sudo nmcli networking on
